Mr. Mina is a Principal Engineer with 35 years of experience in civil engineering design, master planning and construction phasing of landfill facilities, permitting, landfill operations and maintenance, regulatory compliance, and public works projects, including preparation of bid documents, competitive bidding process, contract development and administration, and construction management.

His experience covers a broad range of civil/infrastructure projects, including landfill expansions (vertical and horizontal); landfill closure, post-closure care and land use, and financial assurance; waste recycling facilities; liquid waste ponds’ construction and closure; fee-booth and truck scales facilities; field office; dry and wet utilities; access roads; surface drainage; education center facility to promote public awareness about proper handling and disposal of waste resources; fleet maintenance facility; household hazardous waste collection facility; and land acquisitions and easements.
