A Technical Expert

Mr. Morgan is a Principal Hydrogeologist with more than 47 years of experience in water management, water supply, and hydrogeological programs for groundwater sustainability planning for municipal, industrial, and agricultural applications. He provides technical support to state, county, and local water resource entities and their stakeholders and attorneys related to groundwater basin resource development and management, and adjudication litigation, including preparation of and third-party or peer review of a Groundwater Sustainability Plans (GSPs) underlying technical elements, such as:

  • Groundwater resource exploration and development
  • Water resource management strategies

  • Sustainable management criteria impacts
