Challenge
Burrtec Waste Industries required an accelerated expansion of the Salton City Landfill in California to support long-term operational capacity while meeting stringent regulatory, geotechnical, and environmental compliance requirements. The project demanded rapid preparation of a comprehensive Joint Technical Document (JTD), complex hydrogeologic and seismic evaluations, and rigorous Construction Quality Assurance (CQA) oversight to verify that all engineered systems met performance and regulatory standards.
Solution
GLA delivered integrated engineering and CQA services from planning through construction certification. Our team prepared the draft and final JTD under an aggressive schedule, incorporating a site Master Plan, grading plans, hydrogeologic assessments, seismic displacement studies, and an alternative evapotranspirative (ET) cover analysis, along with a Preliminary Closure/Post-Closure Maintenance Plan.
Following design approval, GLA expanded the site’s groundwater monitoring network by designing, permitting, and overseeing installation of five groundwater monitoring wells and 16 multi-depth soil-pore gas probes. We also developed design drawings, technical specifications, and comprehensive CQA Plans for Phases 1A and 1B.
During construction, our CQA professionals provided continuous field oversight and testing, including gradation, moisture content, moisture-density relationships, permeability, and compaction verification. The team also documented geosynthetic material delivery, deployment, and welding procedures to confirm compliance with design specifications and quality standards. GLA compiled all construction verification activities into detailed final certification reports for regulatory approval.
Results
The Salton City Landfill expansion was successfully delivered with fully documented quality assurance and regulatory compliance, supporting the client’s operational objectives and long-term environmental stewardship goals. GLA’s technical oversight helped streamline approvals, reduce construction risk, and verify that critical engineered systems were installed in accordance with project specifications and industry standards. The final certification reports were approved by the Colorado River Basin Regional Water Board, demonstrating the effectiveness and reliability of the project’s quality assurance program.
