GLA wholly owned subsidiary, John Shomaker & Associates prepared 40-year water development plan in 2008, and updated plan in 2017, as strategy to meet future water demand for the City of Las Cruces had changed significantly. 

As a follow-on to the 40-year water planning process, GLA prepared a 10-year action plan, and implemented the action plan with a series of studies evaluating alternative water supply options between 2020 and 2022.
