Challenge

The Village of Lisbon faced a significant challenge when it acquired the old Lieds Nursery Site, a sprawling 70-acre property at the intersection of Main Street and Townline Road. The site included abandoned nursery grounds, aging outbuildings, and a vacant retail store, all of which required substantial transformation. Redevelopment plans called for dividing the area into commercial and industrial zones, each with its own access needs. Establishing independent roadways and creating new intersections on two major village roads added complexity, demanding careful planning to ensure both accessibility and safety for future businesses and residents.

Solution

To address these challenges, Geo-Logic Associates wholly owned subsidiary Kunkel Engineering Group helped the Village of Lisbon launch a multi-phase redevelopment project. The first phase began with the installation of modern utilities throughout the entire site, including new sewer and water lines to support future growth. This included design and installation of 3,900 linear feet (LF) of 8-inch sewer, 2,000 LF of 12-inch watermain, and 2,500 LF of 8-inch watermain, along with associated sewer and water services.

The focus then shifted to infrastructure, as a new roadway, Richard Road, was constructed to serve the industrial zone, complete with a regional stormwater facility and improvements to Main Street. Lane widening, repaving, and pavement marking were also required on Main Street.

The third and final phase of the project included the design and construction of a 1,500 LF roadway (Lieds Lane) through the commercial portion of the site, which ran from Main Street to Townline Road, providing access from both roadways. Additionally, we carried out extensive site clearing, grading, and intersection upgrades to prepare the land for development. Each step was carefully coordinated to create a fully serviced and accessible property, ready for business investment.

Results

The redevelopment of the Lieds Nursery Site has been a resounding success. Following the completion of all phases, every industrial and commercial lot on the property has been sold and fully developed. The area now serves as a vibrant hub for both businesses and the community, thanks to the careful planning and execution led by Kunkel Engineering Group. Comprehensive management, from design through construction and inspection, ensured each stage met the Village’s goals for quality and functionality. The transformation has not only revitalized a previously unused site, but has also contributed to Lisbon’s sustainable growth and economic prosperity.
