GLA is supporting the New Mexico Energy, Minerals and Natural Resources Department in the process of applying for regulatory primacy under the EPA Class VI program in order to oversee carbon capture and storage (CCS) projects.

Our work led to the successful evaluation and management of the groundwater VOC plume, minimized unnecessary remediation costs, and established a path for long-term site cleanup. Through ongoing monitoring and a tailored public participation program, we ensured community engagement and regulatory alignment.

Based on our detailed and scientifically-backed expert testimony on location, nature, and timing, and opinion that a portion of the site subsurface impacts were due to releases that originated from offsite, the California State Superior Court handed down judgement in favor of the client.
