A Technical Expert

Mr. Loughlin is a hydrogeologist and founder of Loughlin Water Associates, LLC, a wholly owned subsidiary of Geo-Logic Associates. He has more than 40 years of water resource consulting experience including the exploration, development, and assessment of groundwater resources; troubleshooting and rehabilitation of wells and springs; drinking water source protection; source capacity and water quality assessment; and technical support and expert witness testimony for water right and water-related litigation.

Bill serves on several state and professional geological and water resource related boards and as invited lecturer in hydrogeology, well design and testing, and groundwater issues for water law continuing education conferences, the Rural Water Association of Utah, and the Utah Division of Drinking Water (DDW).

He has managed groundwater modeling projects in support of water right applications, drinking water source protection, dewatering studies, contaminant transport and remediation projects, and water supply development studies.

As Principal Hydrogeologist, he has provided hydrogeologic analysis and expert witness testimony for many water right applications and related litigation including preparing various documents including opinion letters, technical memoranda, reports, affidavits, and presenting live testimony to the State Engineer at public hearings.
